Who is the Blame when Children are abused and neglected?

I know this issues very well! Who sees your children day after day , month after month and when you go missing who knows it ? This isn't a social workers issues it's a teachers issue. Also , someone may have made a bad choice and left school before they had an education to support their children. The Social worker  doesn't see you or your children five days a week.   I think this is a teachers issue and not Social Worker issues because if the teachers don't report to Social Workers then nothing done. I was told by a teacher they didn't report to the to Social Development some issues at St Peters School as they didn't want mad parents coming to the school.
